A painter of marine subjects and landscapes Williams was born in Liverpool and studied in Antwerp with Charles Verlat, (1824-1890) and at the Académie Julian in Paris and later worked in St. Ives, Cornwall. Williams also held the post of President of the Liverpool Academy and was a member of the little-known Society of Twenty-Five Painters. He was also elected a member of the Royal Academy, in 1933, the Royal Society of British Artists, in 1894, the Royal Institute of Painters in Water Colours, in 1904, the Royal Institute of Oil Painters, in 1903 and President of the Nottingham Society of Artists. A posthumous memorial exhibition was staged at the Fine Art Society in 1937.Examples of his work are in the collections of Aberdeen Art Gallery, Atkinson Art Gallery, Brighton and Hove Museums and Art Galleries, Bristol City Museum and Art Gallery, Bury Art Gallery, Ferens Art Gallery, Gallery Oldham, Grundy Art Gallery, Harris Museum and Art Gallery, Hastings Museum and Art Gallery, Leamington Spa Art Gallery, London Transport Museum, Manchester City Galleries, National Museums Liverpool, National Museums Northern Ireland, National Museum of Wales, National Trust, Newport Art Gallery, Museums Sheffield, Plymouth City Art Gallery, Rochdale Arts & Heritage Service, Tate Gallery and the Victoria Art Gallery.
