Thomas Rayson was a prestigious Oxford artist and architect who spent much of his time drawing buildings and scenes around the area. He extended and adapted a number of Oxford colleges and in 1921 he was commissioned to design the Oxford City war memorial (having already completed ones in Chester and Kennington).
