Wallis was a painter born into an artistic family in Stretton, Manchester. Her father George Wallis (1811-1891) was an artist, teacher, and museum curator. He became the first Keeper of Fine Art at South Kensington Museum later, to be renamed the Victoria & Albert Museum. Rosa studied at South Kensington, now the Royal College of Art, during the 1880s and later in Berlin. She subsequently worked not only as a painter but also as an etcher and enameller. She exhibited at the Royal Birmingham Society of Artists, Baillie Gallery, Fine Art Society, Walker Art Gallery, Liverpool, New Gallery, Royal Academy, Royal Society of British Artists, Royal Institute of Painters in Water Colours, Royal Institute of Oil Painters, Society of Women Artists, and Walker's Gallery. Her brother Whitworth Wallis (1855-1927) was the first director of Birmingham Museum & Art Gallery and was knighted in 1912.
