Joicey studied at the Sir John Cass College of Art in London’s East End and saw service with the Royal Navy. He was awarded the George Medal in 1956 for saving lives in a shipyard fire. From 1968 he worked as a full-time artist and exhibited regularly with Royal Society of Marine Artists and the RI. He was President of the Chichester Art Society and in 1980 he held an exhibition of marine watercolours at Clarges Gallery. He studied at the Sir John Casson School of Art in London from 1958, studying under Peter Gardner ATD. His first commission was from the Scottish and Newcastle Brewery, followed by work exhibited by The Royal Society of Marine Painters, The Royal Institution, and The Royal Society of Portrait Painters. In due course, he was admitted as a full member of the RSMA. He moved to Langstone in 1970, living in its water mill until 1980. He then moved to nearby Westbourne, where he lived until his death in 1994. He published three books, Harbour Sketches, A Mill in a Million, and Joicey Minor.
