Painter born in Portsmouth, Hampshire and studied at Portsmouth School of Art, where he received his teaching certificate. He subsequently worked as a painter, mainly of landscapes and portraits and as the 1901 and 1911 census state as a Science & Art Teacher and a Head Schoolmaster. He also taught for several years at Southern Boys Secondary School in Portsmouth. Downing was elected RBA in 1921 and also showed at the Abbey Gallery and at the RA. Portsmouth Art Gallery have a work in their collection.
