Freeman was a landscape painter in watercolour who was born in Norwich. He studied at Norwich School of Art and later at the National Art Training School, South Kensington, later to become the Royal College of Art. On his marriage around 1870 he moved to Surbiton where he opened a shop selling artists' materials. He was a member of the Thames Valley Art Club but never made a great effort to sell his work which may explain why this talented artist is not better known. He became a librarian to the Ministry of Agriculture during World War I. After the war, the family moved to Teddington in Middlesex where he continued to paint until a few weeks before his death in 1935. William Freeman painted in a bold, impressionistic style and his subjects included beach scenes. Thames views. and London streets.
