Vlasov was born in Bogorodsk Moscow province. He studied at the School of Remembrance in 1905 in the studio of Professor G. Fedorov. His teachers also included Baksheev V., N. Krymov. In 1939 he entered Moscow Art Institute Surikov. Studied at the studio of Professor Kramarenko. In 1945 joined the USSR Union of Artists. Worked in a realistic manner in various genres. The artist traveled around the country. These visits gave the material to write major works, including "Lake Baikal", "House-museum of Tchaikovsky," "pioneer camp" Artek ". The last cycle was the "Four Seasons" (1980-90), which is the musical picturesque building close to Tchaikovsky's music. Arseny Evtihievich creative work combined with the public as part of the Artists' Union - was a member of Arts Council, was chairman of the Audit Committee and one of the organizers of Noginsk offices CX.
