Ne Oswald Percy Rimmer in Liverpool he was the son of a commercial traveller and was raised in Stoke-on-Trent. The 1911 census records him as living in the West End of London and working as a salesman in the typewriters. He is known to have been a member of the Liver Sketching Club between the 1920's and his demise. In 1932 he acted as auditor of the 'Club'. He exhibited at the Walker Art Gallery, Liverpool and died in Liverpool.
