Painter born in Leigh on Sea, Essex. He studied as a graphic artist under his similarly named father, the originator at the Tiger Tim comic strip in The Rainbow. He was otherwise self-taught as a painter. During World War II he served in the RAF in North Africa, Europe and Japan, where he regularly painted and sold his work to the War Artists Advisory Committee. While in Japan, he learnt to paint Japanese theatre portraits. Later he spent eighteen months painting in the Shetlands to recover from his war experiences.
His first exhibits were before the war and he showed at the Glasgow Institute of the Fine Arts, Royal Academy of Arts, Royal Society of British Artists, Royal Institute of Painters in Water Colours and Royal Institute of Oil Painters. He continued to produce work for Tiger Tim and other comic strips for children and in 1950 he was awarded a Giles Bequest Prize for printmaking.
In 1989 a joint exhibition was held with his brother, Philip Stafford-Baker at Sally Hunter Fine Art, London. His work is included in the collections at the Imperial War Museum, the British Museum, Victoria & Albert Museum, Glasgow Museums, Manchester City Art Gallery, the Cabinet Office, Whitehall, RAF Museum, Hendon and the National Museum of Modern Art, Poland. Some authorities spell his first name as 'Julias' and his surname hyphenated thus 'Stafford-Baker'. He should not be confused with his father.
