Watts was a painter born in Birmingham and educated at King Edward’s School before attending Birmingham School of Art. Watts was an elected member of the Royal Birmingham Society of Artists (1922) and in a prolific exhibiting career also showed at the Dudley Gallery, Fine Art Society, Glasgow Institute of the Fine Arts, Walker Art Gallery, Liverpool, London Salon, Manchester Academy of Fine Arts, Royal Academy, Royal Society of British Artists, Royal Cambrian Academy, Royal Institute of Painters in Water Colours, Royal Institute of Oil Painters an Arthur Tooth & Sons. Watts was also a member of the Birmingham Art Circle, the Royal Cambrian Academy and the Liverpool Academy of Arts. Examples of his work are in the collections of Nuneaton Museum and Art Gallery, Gallery Oldham, Harris Museum and Art Gallery and Williamson Art Gallery. The 1911 census records him as living in Toxteth, Liverpool.
