A charming watercolour painting with charcoal details by the artist Frank E. Horne, depicting four figures by a boat. Signed to the lower right-hand corner. The artist's name and title are inscribed on the reverse. Well-presented in a washline card mount and in a distressed gilt effect frame. On watercolour paper.Condition
The condition is typical for a picture of this age including some discolouration and minor foxing. Light marks to the mount and scuffing to the frame.

Artist Biography
Frank E. Horne (act.1896-1933) was a painter born in Lancashire. He studied art at Keighley Trade School, and after leaving school worked for the Keighley engineering company, Darling and Sellers, rising to become their chief engineer. Horne lived in Keighley before moving to Skipton, then London. He exhibited at the YUA exhibitions between 1894 and 1912, concentrating on landscapes in watercolour and also World War I paintings. He exhibited widely, including 21 times at the Royal Academy. Horne was a member of the obscure Wharfedale Group, alongside Reginald Brundrit, Cutliffe Hyne, Arthur A Friedenson, Fred Stead and Halliwell Sutcliffe. The artist also showed at the Walker Art Gallery, Liverpool; Manchester Art Gallery; New English Art Club and the Royal Institute of Painters in Water Colours.
