Tozer was born in Kent but moved with his parents and sister to St Just in Cornwall. In 1892 he and his father, Henry Edwin, exhibited in St Just together with his father's pupil Bessie Boyns. By 1910 he was living at Lydford in Devon. He is known to have exhibited work at the RBA on at least one occasion. Tozer served in the First World War in the rifle brigade. He died in 1931 at Exeter, Devon.
