Edward Arthur Evacustes Phipson (1854-1931) was an artist born in Kings Norton, Warwickshire. Although he was baptised Edward Arthur, as a young man he developed a keen interest in languages which led him to change his name into the Greek word 'Evacustes' meaning 'ready listener'. He was one of the most prolific British topographical watercolourists in the 1890s and throughout the opening decades of the twentieth century. During this period he produced over 1400 paintings, most being views within England. His paintings represent an idealised image of a time of great change, omitting the lamp posts, telegraph poles, and motor cars that spoilt a good view. Phipson was also a keen socialist, a subject on which he wrote a number of pamphlets. Watercolours by Phipson are in the collections of numerous county museums and archives as well as the Victoria and Albert Museum, London. There are also four oil paintings by Phipson in Malvern Library.
